Passed in the Dead of Night :: Making Martial Law Easier

"Beyond cases of actual insurrection, the president may now use military troops as a domestic police force in response to a natural disaster, a disease outbreak, terrorist attack or to any 'other condition.'"

From a NY Times editorial that calls for Governors to back and the Senate to pass a bipartisan bill that would repeal the President's October 2006 surprise, sweeping modification of posse comitatus.

We're not altogether THAT scared, Mr. President. Trust me.
